Given Cross' official position as a British diplomat, the federal government needed British support for any decisions. The British Chargé d’Affaires, Robert Whitehead, indicated that the British were willing to explore the safe conduct of prisoners to Cuba or Algeria. Whitehead also noted that the House of Commons had not yet released an official statement about the kidnapping.
