The Task Force continued working on safe conduct arrangements, focusing on key questions. How many people would be transferred? Would they be accompanied by Canadian officials? Would they be granted Canadian travel documents, and if so, what kind? Should the Canadians allow FLQ agents to be granted official political asylum? Safe-conduct contingency planning was deemed to be essential to the work of the Task Force because it could secure the safety of Cross and Laporte should the kidnapping cells be located.
