This memorandum addresses the potential release of those arrested under the War Measures Act. Bissonnette felt that it would be too dangerous to strike such a deal with the FLQ, as it would call into question the decision not to release the “political prisoners." Bissonnette thought that any releases would undermine the authority and credibility of the federal government.
