Some elements of the contingency planning process required coordination with local police forces. In this instance, the federal government wanted to make arrangements in case Cross was found in poor condition. Arrangements were to be made for Cross to be brought immediately to a hospital. Arrangements also had to be made for the worst case scenario where Cross was found dead, and in that instance his body would be brought to police headquarters and eventually transported to the UK. Despite these grim contingency plans, Dunrossil reports that the tone of the communications with St. Pierre was one of “cautious optimism” that the crisis would end relatively well.
