The War Measures Act was controversial for a number of reasons domestically, but there were also potential international repercussions. Three Vietnamese people were arrested pursuant to the Act, for example, and the suggested possible motivation for the arrests was “the attitude of the three Vietnamese towards the American Policy in South Vietnam.”
