The Cross kidnapping and related FLQ terror activites, including bombings, prompted the Department of External Affairs to review its guidelines to ensure the protection of embassies. The Department felt the specific need to make clear their exact responsibilities under international law and allocate the division of labour betweel local, provincial, and federal forces.
