Negotiations and Rewards

When Cross was first kidnapped there was no reward offered for information because the police did not want to give the impression that they were in the dark. As the crisis dragged on, particualrly following Laporte's murder, the government eventually decided to offer a reward. These files cover the internal debates over whether to offer a reward as well as the ubiquitous discussions about negotiation strategies.
