The second month of the crisis revealed new issues and concerns for the Task Force. Public relations were a significant concern, with issues ranging from the publication of FLQ communiqués in Montreal to outcry from international human rights organizations about the implementation of the War Measures Act. Contingency planning also continued, including arrangements for the transport of Cross (or his body) back to the United Kingdom. Coordination between British officials and Quebec police forces was often an issue; the lack of communication between various offices appears regularly in the memoranda.
