At 11:00 AM on 5 October, two and a half hours after Cross’ kidnapping, representatives met to coordinate the Task Force on Kidnapping. They decided that the Operations Centre of External Affairs would become the central coordinating point for the Task Force with Claude Roquet as liaison, in charge of coordination. The Task Force's first assignments were to prepare a statement for the House of Commons, as well as contingency statements for use as more information became available.
