Attached to this memorandum to the cabinet are draft instructions to Canadian negotiator Robert Demers and a draft telegram to Havana and Algiers highlighting the need for an agreement regarding safe-conduct for the kidnappers. As the telegram states, negotiations with the FLQ would be impacted by receiving-country stipulations, so as to help Ottawa avoid making promises it could not keep.
