Contingency planning for the possibility of Cross’ death continued with a number of unanswered questions and decisions still left to be made. Should the flag on the Peace Tower be flown at half-mast so long as the body was in Canada? Should the cost of transportation of the body be borne by the federal government, and how should the body be transported? Which federal government officials should attend the funeral or memorial service?
