Until this point there had been unsatisfactory intelligence relating to the kidnappings with no central governing authority. The RCMP requested that intelligence on Cross’ letters be better organized with specialists overseeing minute analyses of the letters. The coordinated effort will involve specialists from National Defence, the Montreal police force, and the Quebec police force, as well as the RCMP in Ottawa.
