The Task Force Operations staff met on 19 October; the meeting notes reveal a growing sense of frustration with the ongoing crisis. They discussed offering a reward for information regarding Cross but this was a delicate topic because the federal government wanted to avoid speculation as to why a reward was being offered (since one had not been offered for information on Laporte). As for the negotiations, the Task Force Operations staff agreed that the federal government should continue to be firm with safe-conduct being “the last and only concession.” Ritchie’s own notes on the meeting are also included.
