Of the various public relations problems that arose during the crisis, none were more pressing than the criticisms put forward by René Levesque and members of the Parti Québécois. They accused both the federal and provincial governments of “having shown excessive rigidity, then panic and now political paralysis.” Roquet, along with others in the federal government, viewed these accusations as “propaganda” and sought to discredit them. Roquet proposed that a statement be made in French, by a minister from Quebec, that “stresses the wisdom and resolution of the governments at each crucial point.”
