One of the Task Force's critical functions was to develop contingency plans and public statements, preparing for Cross' possible release or his death. In this memorandum, Ritchie suggests that a group be formed to draft two statements in case Cross was found alive: one referencing major concessions to the FLQ and the other referencing the lack of major concessions. Ritchie also summarizes the ongoing activity to resolve the situation: the Task Force headed by Roquet, the contingency planning group for actions in the event of Cross’ death, and the group working on establishing contact with Cross’ abductors.
