Rowe travelled with De Cossio, the Cuban ambassador, to Montreal on December 3 to oversee the safe conduct flight. Rowe took note of his conversations with the ambassador, which included the general lack of information about Quebec, Canadian-Cuban trade relations, and the general attitudes that Cuban officials had towards Canada.
