The Cuban Ambassador met Bissonnette on the afternoon of November 23 with urgent questions from Cuba. The homes of six Cuban nationals, all connected to the Cuban Trade Office in Montreal, had been searched by the Quebec Provincial Police and Havana wanted clarification as to why. The federal government needed to tread carefully as they did not want to ruin the deal for safe conduct to Cuba for Cross’ kidnappers.
