During this next phase of the October Crisis, the War Measures Act was invoked and international attention increased. As the federal government debated invoking the Act, the Task Force continued to make contingency plans and develop their negotiating position. The October Crisis took a deadly turn with Laporte’s murder and the authorities faced mounting pressure to secure Cross’ safe release.
