This memorandum demonstrates that discussions regarding the official federal response to FLQ demands continued. Of the seven demands, three were easily dismissed: the publication of the FLQ manifesto, rehiring of Lapalme workers by the Post Office Department, and the publication of information regarding an alleged spy within the FLQ. These requests were deemed inconsequential to the greater aims of the FLQ, and “it [was] hard to believe that the FLQ would kill for such minor objectives.”
