American scientist Dr. Claude Fly had been kidnapped in August by the Tupamaros in Uruguay. Uruguayan officials cited Canada’s dealings with the FLQ as part of their justification for not publishing the Tupamaros' manifesto. The Canadian ambassador to the United States, Marcel Cadieux, did not agree that the situation in Uruguay was similar to the crisis but he did seek approval from Ottawa to provide the Canadian view of the situation. In particular, he wished to speak with the Uruguayan ambassador in Washington about the “manifesto question” and “exchange views on a mutual problem.”
