Media reporting and the possible publication of the FLQ's communiqués continued to be a problem. One of the government’s basic assumptions about the FLQ was that they were holding Cross in order to “maintain an atmosphere of crisis, continue to perturb Canadian political life, and to this end obtain maximum publicity.” Accordingly, the federal government worried that by providing the FLQ with publicity, it could prolong the crisis and further endanger Cross’ life.
