On 25 January 1972, S/Sgts. Chadwick and Brookmyre discussed the best use of Featherbed’s limited resources. They emphasized the need to redirect efforts to accomplishing the original Featherbed goal of investigating Soviet penetration of high-level Canadian government positions. The new criteria of targets suspects were: Canadian personnel who had been posted behind the Iron Curtain; persons of influence, and; persons whose positions would afford cover for normal contact with members of the Soviet Embassy. The Department of External Affairs would be examined first to identify those that fit the criteria. Other departments could be considered for future study. After examination, a small number of key suspects will be selected for investigation. A new, centralized cross-reference system was proposed to maintain information on targeted individuals.
