The DSI described the difficulties associated with the investigation. As there was no concrete foundation for Featherbed beyond the threat posed by successful Communist penetration, they "made a number of assumptions and tenuous connections…which might well break down when subject to detailed analysis." However, he saw no alternative. He suggested that the RIS’s objective in penetrating the Canadian government could be related to gathering sensitive NATO material.
