The letter and attachment detailed the Feather Bed concept and its developments in a chronological outline. Lawrence was briefed on the file a month earlier by three RCMP officials, led by the Director General of the Security Service, and this material provided additional detail. Despite the media frenzy surrounding the file, Commissioner Simmonds cautioned against making the file public. The penetration of the Canadian government by hostile intelligence services continued to be an ongoing concern of the RCMP Security Services.
