This report resulted from an analysis of the Feather Bed section’s progress – the first such review since 1970. While the Feather Bed section had a basic goal of uncovering high level agents within the Canadian government, the Featherbed investigation specifically focused on uncovering R.I.S. agents. It concluded that the investigation’s progress was hindered by the limited availability of officers and resources being diverted to other matters. Only two men specifically assigned to Featherbed investigations remained to pursue the goal of uncovering RIS agents. As such, the report recommended a realignment of the section’s priorities and resources, with another re-evaluation to take place in nine months’ time.
