Johnston noted that the previous aide memoire was prepared for Assistant Commissioner Murray Sexsmith to brief the Solicitor General Francis Fox. This would aid Fox’s response to questions regarding Feather Bed raised by Cossitt in the House of Commons. Fox would then brief the Prime Minister. Johnston notes that he was unsure whether Fox or the Prime Minister had been indoctrinated into another file or operation that he might have thought relevant – the documents redaction preclude any more clarity.
