After considering interviewing individuals who might have information about the subjects under investigation as part of Featherbed, the Director of Security and Intelligence decided these interviews would be too risky. Instead, he recommended that “cautious observation” –that is, surveillance – should begin. This would allow the RCMP to study the subjects’ “habits and associates.” At a later point, investigators might revisit the prospect of conducting interviews as part of their investigations.
