Justification for Operation Featherbed was initially based on fears that a repeat of American events was occurring in Canada. Yet, in this memo, L.J. Bennett expresses concerns that there was “insufficient evidence to indicate comparable mutual collaboration and assistance” between Soviet agents in the United States and their potential counterparts in Canada. Additionally, there was not enough evidence on suspected Soviet agents in the Canadian government to warrant a formal investigation. Bennett did, however, recommend further investigation into certain individuals’ communist ties, both past and present.
