A specific Featherbed section was created in June 1968. The basic objective was “the identification and neutralization of any influential person working in high places against the Canadian Government.” Previous investigations before Featherbed were hampered by the fact that the very people they sought to find went to great lengths to conceal their true sympathies. Thus, Featherbed’s approach was to re-examine existing files but also target areas where individuals are “most vulnerable to detection,” namely their youth when they were more openly politically active. Suspected moles in the government would have been more politically active in the 1930s and 1940s. The investigation should start by examining suspected individuals’ histories during this time period to determine any Communist sympathies.
