CDFB00012. 7 December 1962. Memorandum from Inspector D.E. McLaren to the Director of Security and Intelligence.

Two years after Bennett’s 3 August 1960 memorandum [CDFB00008], there was still a fear of infiltration in the Canadian government parallel to Soviet infiltration of the US government. The Ontario Leader of the Communist Party of Canada stated in January 1961 that there were many “Party-minded” people employed in the federal government, who were unable to fully come out as Communists due to their positions. However, McLaren indicated that only individuals employed in important positions within the federal government, similar to those identified in the United States, were considered suspects at that point. Based on the available information, McLaren asked the Director of Security and Intelligence to determine whether a major investigation, using all available resources, should be undertaken to confirm or eliminate suspected Soviet agents in the government.
