Based on recent Soviet espionage activity in the US government, Inspector C.J. Sweeney suggested there was a credible threat that the same espionage activities might be underway within the Canadian government. This threat, Sweeney argued, warranted investigation. He noted features common to many of the Soviet agents in US government service. Files of potential suspects in the Canadian government who shared those features already existed but had yet to be examined altogether within the context of Soviet espionage. He suggested examining existing files in this context as an entry point in the investigation. Ultimately, he expected, this kind of analysis could lead to the identification of Soviet agents operating within the Canadian government.
