Officer Spooner described compiling a list of Canadian names produced by the Feather Bed file as a “monumental task.” Approximately 1263 different files fell under the broad “umbrella” of Feather Bed. Furthermore, Spooner was apprehensive about compiling such a list, predicting “a certain MP,” presumably Cossitt, would seek to make public every name included on the list. If Cossitt were successful, it could “easily become political quicksand for the government.”
