27 September 1965: Memorandum from European Division- U.S. Considering ABM Deployment

This internal memo from the European Division of External Affairs to counterparts in the Disarmament Division recounts a briefing received from a British official – Geoffrrey Jukes of the Foreign Office Arms Control and Disarmament Research Unit – on the subject of anti-ballistic missiles (ABMs). In the briefing, Jukes established that Soviet actions “had forced the USA to embark upon an extensive ABM production programme,” and additionally, forced the Americans to consider deployment of their ABM force.
