19 January 1967: Memorandum for the Under Secretary - President Johnson Recognizes Canada's "Special Interest" in ABMs

In January 1967, President Johnson sent a message to Prime Minister Pearson via the Embassy in Ottawa: Johnson was aware of Canada’s ‘special interest’ in the ABM issue and would consult with Canada if a deployment decision became imminent. , U.S. Secretary of Defense Robert McNamara was to send a “similar message” to Paul Hellyer, Canada’s Minister of National Defence. There was an implied promise of further consultation as well – as ABMs were said to likely become part of future NORAD discussions.
