30 December 1966: Memorandum for the Under Secretary - Disarmament Programme After Non-Proliferation Treaty
In this draft memo intended for the Minister of External Affairs, Disarmament Advisor E.L.M. Burns addressed potential programs after the conclusion of a non-proliferation treaty. Once again, the issue of U.S. ABM development was cited as an obstacle to disarmament negotiations, as Burns wrote: “If there could be an agreement between the US and the USSR not to develop ABM systems, it should facilitate agreement on the cessation of underground testing.”
Here too, Burns reveals the Canadian interest in avoiding an expanded U.S.-Soviet arms race involving ABMs – as he expressed a concern that the Americans would seek missile installations “on Canadian soil.”
