15 July 1968: Note for D.M. Cornett - USSR and ABMs
In this note for D.M. Cornett, R.D. Jackson provided information regarding the Soviet position on ABMs. He noted that there had allegedly been significant internal debate in Moscow between military proponents of ABMs and the opposition, made up of scientists and bureaucrats.
Jackson wrote that it seemed as though “the opponents have the edge and that at the most, the proponents can hope only for a very limited (in scope and effectiveness) deployment against the Chinese missile threat over the next few years."
