16 February 1967: Memorandum from Defence Liaison - Canada-U.S. Inter-Parliamentary Group

The Canadian approach to the deployment of ABMs was somewhat cautious, perhaps because Canadian officials lacked adequate information on which to base decisions. In this memo, J.S. Nutt, the Defence Liaison at External Affairs wrote that the ABM issue should not be raised by Canada at an upcoming Canada-US Parliamentary Group meeting. Nutt noted that Canada’s position vis-à-vis ABMs was still unclear, as Canadians had “little knowledge of U.S. plans for possible deployment and consequently little knowledge of possible implications of a decision to deploy by the U.S. on Canadian territory and air space.”
