3 November 1966: Memorandum from European Division - Concerns with Potential American ABM Deployment
In this memorandum, an official within the European Division of External Affairs emphasized a recent American ABM briefing paper. The American paper had concluded that “there are no compelling arguments for the time being at least in favor of a decision to deploy an ABM system against the USSR.” However, the same briefing concluded that there were advantages to a “'light' ABM defense” against China.
