6 December 1966: External to Washington, DC - Response to State Department's ABM Talking Points
External Affairs wrote back to the Canadian Embassy, and offered few substantial comments on the State Department’s proposed remarks. However, they expressed concern that U.S. officials had overstated the extent of Canada-U.S. consultation and cooperation concerning ABMs, which is evident in the following comment:
“Could be misleading to CDN public opinion in giving impression that there had been periodic discussions between CDA and USA on deployment of ABMs in specific context of north American defence. As you know the implications for CDA of a decision to deploy ABMs have never been discussed between CDA and USA nor for that matter are we aware of USA contingent ABM deployment plans…If ABM system was to be deployed on continent there would inevitably be important implications with respect to CDN air space and possibly CDN territory.”
