10 April 1967: Washington, DC to External - Soviet-U.S. Arms Control

Though the Americans had used NATO as a forum to brief Canadian officials on ABM deployment and arms control talks with Moscow, Canadian officials still desired more insight into American thinking, and endeavoured to track and analyze all relevant developments – even those that came to light in the press.

In this vein, a Canadian Embassy official forwarded a Washington Post article to External Affairs. The article discussed the domestic challenges facing the Johnson administration (notably public opinion) as they attempted to negotiate arms control measures with the Soviet Union.
