14 November 1966: Memorandum from Disarmament Division - U.S. ABM Briefing

External Affairs's Disarmament Division noted that U.S. ABM deployment would constitute an “escalation of the arms race to a new and higher level.” Disarmament further expressed skepticism about the professed American commitment to communicating with allies on this important issue.
