1 May 1969: NATO to External - Special Session with Nixon
More information was forthcoming from the Canadian delegation to NATO. The delegation forwarded Ottawa a summary of a special ministerial session with President Nixon, who devoted the meeting to U.S. ABM policy because of its relevance to alliance security.
Nixon explained his Safeguard decision was based on the existence of a Soviet ABM system, the potential need for defense against China in the coming years, and the need to maintain the balance of power. The Canadian officials appeared convinced, and stated that “while his decision was not/not popular it was based on valid strategic info and assumptions.” NATO officials also noted that the U.K. Defence Minister was also less skeptical of this decision compared to the previous Sentinel plan, especially since it involved more consultation with allies.
