22 March 1968: Washington, DC to External - North American Air Defence
In this message to External Affairs, the Canadian Embassy provided an extract from the report of the Committee on Defence and Security Matters of Canada-USA Parliamentarians, who had met on March 21 and 22.
With NORAD expiring in May, a Canadian delegate emphasized that Ottawa had previously made it clear that Canada would renew the agreement, but did not want to participate in the ABM system. American delegates emphasized that the U.S. respected Canadian sovereignty and territorial integrity when it came to the defence of the continent. American delegates stressed that the USSR “had refused on repeated occasions” to discuss America’s “proposed mutual limitation on the further development of ABM/ICBM systems.”
