21 December 1967: Memorandum for the Prime Minister - Canadian Participation in ABM Defence
Following media reports discussing Canada’s possible participation in a North American ABM system, a memorandum was prepared for Prime Minister Pearson along with anticipated questions in the House of Commons.
The proposed responses for the PM contain several noteworthy points that shed light on key questions facing the government at the time. First, it was suggested that Pearson reaffirm the Canadian position that ABM deployment would likely harm broader nuclear disarmament efforts. Second, on the question of Canadian participation in a North American system, it was suggested that the Prime Minister would not completely rule out the option. This was to be done by referencing his September 22 statement that the government had “intended to keep the question under continuing review in relation to what might be the best solution to the security problem that Canada will face.” Finally, the proposed remarks stated that Canada could in fact renew the NORAD agreement without becoming involved in an ABM system.
