2 April 1969: Oslo to External - Norwegian Concerns with ABM Deployment

Canadians were not alone in their concerns over the Safeguard System. The Canadian Ambassador to Norway wrote to inform the Under Secretary of Oslo’s position on the Safeguard system.

The Norwegian Minister of Defense was opposed to the system, and claimed that “politically, deployment of such systems will contribute to an increase of the feeling of insecurity and to a deterioration of the general atmosphere.” With Europeans expressing trepidation, Canada stood to lose international standing as a champion of arms control if they expressed support for American ABM systems.
