Perhaps further adding to the mystery, this letter from Col. M.H.F. Webber, for Chief of Defence Staff for distribution to communications squadrons at Rockcliffe and Carp indicates that a meeting will be held in light of “current changes in DND Hydra responsibilities.” It is unclear what these changed responsibilities might be.
