This changeover caused some concern, evidence here in a handwritten note by Finch (Sigs 3), wondering how the new precedence system would affect HYDRA, which in all likelihood was being programmed to conform to the old precedence system. He advises not to adopt the American procedures until they have been agreed upon by all parties.
