30 April 1965: Relocation of HYDRA to Carp

By 1965, HYDRA planning was still ongoing, with no completion date in sight. This memorandum from P.D. Smith indicates that there is “some urgency” connected to the project, as 40 civilian employees at the Ottawa Wireless Station had been waiting on notice of redundancy. Smith also notes that HYDRA planning was about to run unto the bureaucratic reshuffle brought about by the integration of the Canadian forces. As such, a meeting was required to review, confirm, and update the plans on the HYDRA move.
