The army also assembled an estimate of costs to the Department of National Defence for running the HYDRA system. Costs associated included civil salaries, pay and allowances, travel, freight, office supplies, upkeep of buildings, and utilities (including a hefty $10,000 bill for electricity at Oshawa).
