28 September 1959: OTC Circuit Rearrangement

Tensions over the Washington/Leitrim circuit rearrangement seem to have been eased by a quick phone call, however, evidenced by this letter from the Chief of the General Staff to J.K. Starnes (External Affairs). The situation was resolved when External Affairs indicated they did not intend to make any further changes to their arrangements at the Ottawa Traffic Center.
